i guess youre right, but still, in my opinion, cheap tripod = 50 dollars, wasting time on photoshop trying to straighten your picture = worth some money too

I don't see what you mean. Photoshop can auto align multiple images fairly quickly. ...Probably in less time than it takes to setup a tripod well enough that your horizon is still in the same place after panning.
I am not saying it isn't a good idea, just saying that its far from mandatory as a general statement.

Straightening the horizon is a piece of cake in PP so that's not the challenge when shooting hand held.

But everybody likes it differently...
