What kind of crap is that poor bird swimming through. Looks like pollution. Were you wearing your Biohazard suit?

To correct the image start by correcting the exposure. Because of all the light color in the image the camera underexposed it to achieve it's assigned goal of making everthing the reflectance of an 18% gray card. Then crop it because there is a lot of image that just doesn't really add to the subject. Use the ducks wake as a leading line.

How about some lighting effects, create a bit more drama:
