Post-processing: How is this done?

    Looks like it's HDR or Tone Mapping of some sort...

    At least you could get a similar effect with HDR / Tone Mapping

    Looks like an underexposed image that was brightened and 'dodged'.

    All local adjustments: dodge, burn, or a local selection and an exposure adjustment layer, lens blur filter.

    Adobe Lightroom / Photoshop with OnOne Phototools is all you need for post processing.

    for sure selective blur. He probably invert select a circle in the middle and blur it. Then layer adjustment

    Thanks guys! So he has burnt the pic where the model is. Selectively blurred the rest of the pic. I'm still not sure what he did to the part of the road near the bottom....

    if you look at it carefully, you have an oval around the person that is not blurred.
