Only if the more expensive reflectors are more reflective then the el cheapo reflectors.
There would also be a difference in ease of use and durability.

The Lastolight's handle is much easier to use than the handles on the el cheapo you linked to.
The Lastolights shape is more efficient at putting light on your subject than the el cheapo and as such can be 30" instead of 43".
Put another way, rectangular reflectors are more efficient when lighting people or narrow/tall subjects than round reflectors are.

Reflectors of the size you linked to are good for head, or head and shoulder shots. For 3/4 or full body shots you would need a bigger reflector.
You also have to consider the Inverse Square Law of light in that as you move a reflector away from your subject it delivers less light. 4x less light if you double the distance. 16x less light if you double the distance again.
