sb 28dx on camera?

I've heard it's a good flash for off camera, but will it be sufficient for on camera. I know off camera is preferred in most situations, but due to the fact that funds are shorts, and with intentions of using off camera flashes in the future would it be a good buy. Or would a sb 80 or 600 be a better choice? If it makes any difference I'd be using it with a D-80 and the kit 18-135 lens.

I can only afford a 28 right now, asking if it's worth it, or should I save for a 600. Also keeping in mind that off camera lighting will be in future.
