Selective coloring.

Can others edit my Photos

I've seen quite a few photos using this technique, I know there is an option for it in photoshop, but how do I use it? When I do it selects the entire photo, not just a certain part. Do I use the magnetic tool to select the part I want?
 
In photoshop, there are many routes to arrive at the same destination. I rarely try this, b/c it's overdone and takes the right pic to pull it off effectively. When I have played w/ it, one method is to convert the entire image to b/w using whatever method you choose, then you can use the history brush and go over the parts you want in color again. Another method is to mask off the section to remain in color, then invert the selection (thus choosing everything else) and do a b/w conversion to the remainder. There are probably still more ways, but you get the idea.
