Should I get the Canon 430ex Flash?

I have been trying to take pictures of my neice in the house and I can't seem to get them right. Most of them end up blurry because she is moving around so much. I am shooting her with a 70-210 in Av mode with the lens wide open at f/4. I guess with the available light, the shutter speed just isn't fast enough, I even bumped the ISO up to 800/1600.

Here's what I got in my bag:

Canon XT
28-70mm f3.5-4.5
70-210mm f4
50mm f1.8
18-55mm Kit lens

I'm thinking that a good portion of my shots that I will be taking will be of family and friends indoors, and most of the outdoors shots will be while I am on vacations.

Does it sound like the Flash is the way to go here?
 
Ive always noticed that when shooting my Xt on Av mode that it tends to over compensate. Try playing with the shutter speeds on higher ISO's, like the 800-1600. It will require some practice but I end shooting that way 90 percent of the time. I have a 430ex, and never used it yet (and ive had it almost 2 months).
