I feel like the I'm missing something really simple here. I have a photo I want to use for my avatar, but by the time I get the file size small enough, the actual image is only 1/2 an inch to a quarter of an inch and much to small to actually see anything. What am I doing wrong? How do I get the file size and pixel count low enough without my image shrinking. I am using photoshop cs2 to resize.

Compression. It is different to resizing. Resizing reduces the count of pixels in an image, compression reduces the space those pixels take up.

Click File -> Save for web and devices to give you a very detailed system for playing with compression options. File sizes are displayed bottom left side.
