If you have to go dirt-cheap, grab some work-light from home depot that can handle higher wattage; the kind with the aluminum reflectors and a squeeze grip on the back so you can mount them on something handy. For bulbs, pick up some blue photo lamps from a photography store. To diffuse the light, shine them through a thin sheet or a white shower curtain. Just make sure not to get them too close, because those bulbs get really hot. Get some sheets of white foamcore to use as reflectors. That should give you something to work with until you can afford umbrellas and the like.
