I have newly established my first forum: http://www.picntalk.com
I planned to make it a forum for sharing pictures and photos. Since there are few users, so I only set 3 sections.
I want to ask whether I need to create 2 forum sections, one for "pictures" and another for "photos", or just put them together in one section?

depends on what your mission is with the site. if you aren't sure, then by default it's a 'feel as you go' site, so feel as you go....

how you divide up the forums should be consistent with the mission of the site.

tactical (how you set it up)

if you don't know where it's going, then where will it go? give us some feedback on where u want it to go.

I planned to make my forum a place for people to recommend pictures and photos they like. I hope it will become a place full of fun and for appreciation. I never thought to make it a proffesional photography site.

I don't know whether I have make it clear enough.

I really think your advice about making the forum "feel as you go" is very good, but I have no idea about how to do so.
