Can not say that winter is the best time to visit (due to weather conditions), but summer definitely is.

Must alert my sister to this thread.
She was in Tallinn twice (?) and has taken a nice amount of good photos of the Old Town (Upper and Lower), too. All on film, existing as prints now, it was a while ago...
