I understand the question but holy sentence structure batman! Guessing a mix of flash, reflector and post processing.

A probably more interesting statement/question you could have asked is "I have this and that program for editing photos and this as my flash and camera, how can I get this effect?"

maybe that's just what she naturally looks like but you have only seen her at night? haha i do this a lot with my phone, take a pic and adjust the colors to look brighter.

wide aperture lens + slight overexposure of skin tones and maybe a slight gaussian blur masked over the image.
