Tilt Shift w/PS C&C please

This weekend I have been working with PS to achieve the tilt shift affect on a few photos. Below is one of the better ones, any recommendations for improving would be greatly appreciated. THanks!

I like tilt shift, dont know why, its just cool to look at, although, I think they look better when there are some people or vehicles in the shot, makes it look even more toyish.

It looks like its foggy, not blurry, and was blurred with a gradient. I am guessing there is a different tool to use for this effect. The thing that bothers me most is the white building, the blur just suddenly stops right along the roof.
Oh and I think there should be blur all around the subject, not just from the top.

Thanks for the comments. It was foggy, was also raining when I took the photo. Now that you mention it, it does need more blur on the bottom along with some cars. The rain kept eveyone off the street. I think it would be worthwhile to reshoot on a warm sunny day with a more active scene.
