Also a camera mounted flash would be much more powerful and blinding if looked right into it where a p&s flash is much smaller and not as bright, that's why they are more or less allowed..... I would think?
 
Did you ever wonder how they shot Michael Jordan above the rim, when he played basketball at UNC... That was before vr lenses or whatever they are called. As a matter of fact there was no digital back then at all.

I don't think athletes involved in competion spend a lot of time staring into the strobe of somebody on the sidelines, but I could be wrong. You have to be looking directly at the strobe for it to effect you, that I am sure of.

But then I'm only familier with what happened ten years ago, maybe in the last ten years that has changed.
