I was using a tripod, the softness is from the processing. I just noticed the spots on the sensor in this particular image. The original is sharp as a tack, except for the bird movement of course. The shutter speed was required due to the low iso hence the use of the tripod with mirror up and electronic 1st curtain and remote trigger. It was cloudy and I'm at f20 70mm as I'm sure you can see. I thought the applied softness was a nice effect on the clouds.Interesting composition. I like it.
It looked a bit soft so I checked the exif:

Not sure what you were going for, but these settings aren't helping you as far a sharpness is concerned.
I can only think you were trying to go for a long exposure in midday light without a ND filter.
I think you need to clean your sensor too.
I realize I'm being nit picky, but it would drive me nuts so ...
At the very least I would clone out the dirt spots.
