Yes, a Circular Polarizer filter will help minimize reflection and increase contrast / saturation and add pop.
But to me the real problem is this location wasn't scouted properly. You were either 6 hours too late or 6 hours too soon.

This looks like a great spot, if possible to reshoot, think about the times and which direction the sun rises and sets. It will increase your keeper rate.Shooting Date/Time 09/12/10 11:32:21
