If they did have gasoline powered generators wouldn't they need to hand pump gasoline so they would have gasoline to run the generators?

Diesel. We had plenty. The entire wire grid was up rooted during the turn over. It wasn't the most friendly transition after General Garrison got booted off the mission. When the Marines took over we secured the Airport and maritime port facility with less than a battalion of Marines. The army had multiple regiments. We were not welcome until we took over. LOL
