What's the best photo re sizer for chromebook or on-line?

Hi all,
I've always used faststone photo re sizer on windows for re sizing and adding text to my photos. But now I mainly use my chromebook and hope to find a good program to use. I tried pixlr and when I re size my images seem blurry. With faststone I never noticed any quality loss. I see several on-line re sizers but also hope to find a program with the ability to add my name to the photos as well. Thank you for the help.

Among the free applications that can re-size photos and add a signature I have found nothing better than the FastStone Photo Resizer application. Some others are as good, but not better.
