Why do I get this message?

Would you please explain me why do I STILL get the following message:

when do you get it? i sometimes get it when trying to post in a thread that has been removed (as in a spam thread)

and I sometimes get it if something has changed and I did not empty my browser cache.

I'm asking when he's getting the message.....where is he posting when he gets the message.

I sometimes get that message when I try to log in, it won't log me in. However whenever I click "remember me" it does. Idk why??
