Why is the sky so blue?

Makes it so you can see whats in the water... or reflect like glass...In shallow water anyway...

You can make the water reflect more? Would you use a linear polarizer for this? Or circular?

What are the differences for each as far as the effect goes?

With digital it is always a Circular. Linears dont play well with digitals.

The linears screw with either the AF or the metering and, most likely both. If you want to learn more go here and, have a good read on the subject. Polarizers Luminous Landscape is one of those sites newbies should read through, lots of great info there.
