First one was shot with a 17-35 @17, D850 1.3 sec, ISO 31 The second is with the D850, 28-300 @240mm, f/8, 1/200, ISO 200 fairly much, moments apart.

First is a five- frame, vertical format shot D850, 14-24 @17mm, ISO 600, 15 sec Secon shot is a single frame, same settings - the big difference is in the pano, Venus is just above the horizon and in the full frame, significantly above.

Give either PS (ACR) or LR a whirl...you can do all this with a sky mask and a gradient mask (water reflection) and some color grading. Not working with your color profile and not in RAW probably shows a bit overly blue but it gets you to a starting point.

It's overexposed by at least a half-stop. Bracketing would work best for this shot or just a simple blended two exposure blend.
