Based on the head structure, I'm thinking it may be a cicada nymph.
 
You're right. It's not a cicada. I'm not sure how large the bug in your photo is, but I should have known by looking at the front legs. Cicada have front legs that look almost like the front legs of a praying mantis, but are shorter, with serrations designed for digging, not catching prey.

Not sure of its size but it was small, very small. This was taken with the MP-E65 at 5x on a 1.6 crop sensor camera (50D) so the magnification was around 7.6:1

One of the rare times that I wish I had my tripod with me for photo stacking, it did not move a bit for as long as I watched it, and there was absolutely no wind.
