what is the policy for stock photos? members can do whatever they want with them?

and what would you say is(are) the main focus of the forums? (edit: lol, nevermind, i reread your post)

Basically members can upload/use the stock photos for whatever. But when it comes to comercial use, then you simply have to ask (whoever uploaded the photo). But you may use the stock photos for whatever, a good rule is if your making money just ask first...
