Adding Borders?

Just a quick question...

How do you add a border on photoshop? I see a lot of peoples photos on here have borders on them, they look a lot better.

Any tips...?

I've been wondering the same thing but what I will do is do three layers, the largest being black, second medium being white and the last layer is the photo. I start with the photo and increase the cavas size to the % I want. Layer then do the same for the black layer. I think I end up with 4 layers (lost my photoshop in a format, not can't find the CD), then flatten image. If there is a better way please let us know.
