Adding Texture? Help.

I saw this photo tonight by a fellow NC photographer and lovvved it, and realized I have no idea how to add texture like this to a photo.

I have Elements 7 for the time being-- upgrading to CS3 soon. Can anyone help me out in how to add texture similar to that in the photo?

You can find textures online. Download the kind you want (concrete illustrated here) and drag it onto your image like this:

2. Change blend mode to Overlay (for a more subtle effect, use Soft Light mode):

3. Adjust layer opacity to suit:

4. If you want to apply the texture selectively, add a layer mask and paint with black:
