I always have models sign a model release for any portraits I take, but in the near future I will be doing some “official looking” portraits of law enforcement officers, firemen, military, etc. They’ll pretty much be the typical headshot with an American flag in the background and the model in their uniform.

Since the uniforms will have agency emblems, logos, patches, etc. visible in the images, will I need a release from those agencies as well as the model release to use the images in my portfolio and for advertisements?

Adverts yes, portfolio probably not. Generally if you’re making money on it you need it. Personal use like in your portfolio not so much.
