As a general rule, the eBay 'studio kits' are underpowered and quickly discarded, I'd think.

It depends on what you're using it for, of course. If you're looking at full-on studio work (portraiture, etc) I don't think those will do the trick. Best bet would be to save up some cash and go with Alien Bees. That seems to be the general consensus budget choice 'round here.

Personally, I'm building up a 'strobist kit' (as seen here) with the intent to purchase some AB800s down the road. The strobist kit is portable and, in my opinion, has greater flexibility than the kit you linked to. Granted, it is more expensive.
 
would be using for the photos I have to take at vacation bible school this year, my intention would be when I had the money to get a second 430ex and replace both of the lights with those and use the canon remote triger for them, I love the strobist type setup, because you can easily take it anywhere and not have to worry about AC power
