There are several, how good they are will be one of those personal opinions items.

Take a look at Topaz labs, and ONOne Perfect suite.

No. Tilt shift is a product of a tilt shift lens. Perspective adjustment is a product of software. PS6 does a real nice job at perspective adjustment.

YOU CAN make a tilt-shift effect if your photo is one that lends itself to that effect. Using PS you can blur in a particular way to get that little people effect.

Almost ..but it's not the same as captures made with real movements. Older PC lenses do come up for reasonable prices, if you search around online.
