B&W or colour ?

Color for sure, theres not a whole lot going on in the pic so I think it needs color to help it pop. One thing I really like is the "father and daughter" shadow along the wall.

The colored one is strinking, but I prefer the B&W, a rare thing for me, It brings the shadow of the people into the picture and makes is so interesting. It also puts the accent on the shape rather than the blue sky.

The subject is not boring, the composition might be a little on the boring side but there is nothing wrong with the subject.

As for pepping it up with HDR, the scene is NOT high dynamic, so HDR would only make it look fuggly.

B&W, but increase the mid-tone contrast. I don't see how color adds anything to this. It's all about shapes, patterns and light-dark contrast.
