Does it shorten the life of a battery if you charge it before it's completely empty?

Generally it's not a problem now. It's from the early rechargable days when batteries were usually Nickel-Cadmium (NiCad). More modern technologies such as Nickel Metal-Hydride (NiMH) and Lithium-Ion batteries don't have a "memory effect".
