are u talking free software or are u buying it ?
free: i would use the gimp
paying: photoshop ,bibblepro,paint shop pro theres a lot to choose from

I would recommed the gimp. It's free and works well. You may need to find some online tutorials in the beginning, but it's a great software.

gimp is good, but Picasa is better for me

Picasa is more of an organizational program while gimp is a photo-editing program.

Adobe Photoshop has been the dominant, professional standard for years, and in all likelyhood, will continue to be so in the future. It rocks. Adobe Elements is a less expensive, home user version.
