Black-Bellied Tree-Duck and Questions

Black-Bellied Tree-Duck

I know these pictures are horrible, but it was in the middle of a thunder storm this morning. From what I can find on this guy or girl they are not common to New Jersey. Is this true? If so does anyone have any idea as to what it's doing up this far north?
