Maybe a bit more contrast? That being said, very Wizard of Oz-ish. Good capture

was it scanned from the neg? it looks so or something is wrong with colours here...

it looks foggy, thats my take on it. Other than that it looks good, no complaints.

It wasn't real foggy...but right after the rain the sun came out and there was a lot of steam coming off the interstate, so that may be what you see.
