Canon 75-300 vs. 100-300

I am looking for an inexpensive telephoto lens. I'm not going to be using it to to much but I'd like to have it for when the time happens.

I was wondering between these 2 lenses which way you would go? The 100-300 looks like a stronger build.

If you have any other suggestions in the $200 range feel free to add them. Thanks.

I saw that but I still wanted some user opinion. From what I've seen products don't always live up to their description.
 
I haven't really heard much about the 100-300, I think it's an older lens. However, ring USM is a nice upgrade over the plain USM...is it worth the extra $70 or so? I don't know. Since you are going for a cheap lens anyway, the 70-300 is probably good enough.
