Cant use transfrom option in PS

The transform option is greyed out when I try to use it, why is this happening? I have used it before.

Just figured it out I gues you cant transform a backgruond layer huh.

no you can't transform a background layer. just double click the layer and press ok.

you can cheat around transforming the background layer by doing a select-all (ctrl+a) then doing the transform.
