I own a Sigma 12-24mm Ultra-Wide Angle (UWA) lens and I wanted to mess around with using ND filters on it. There are systems you can buy but the holders cost between $200-$400 or so. And the filters for those systems can be $100+ each. But I didn't want to invest a lot of money into this. So I decided to try the DIY approach.
The solution? Three rubber bands (free!), a piece of craft "foamie" board (~$1), and inexpensive plastic 100x145mm ND's from Ebay(~$40 for a set of 3). Some will complain about image quality and color cast with the cheap filters but I bought these to use for "artistic/creative" effect. I have a 16-35mm and good filters for critical work.

And here's an image taken at 12mm and maximum aperture after applying LightRoom's auto correction lens profile (no other edits):
That's not half bad considering a cost savings of ~$300.00 (and probably more).
