Creating a photography magazine

Hi, some time ago I had the idea of making a photography magazine, a place where photographers can share there images as well as receive info about photography and other things conected with photography, the problem is that I'm encountering some problems I don't know how to manage. Do I have to be part of an association? does anyone know where I could get some publishing help?
