I'm a photographer that mostly shoots events but I do shoot portraiture from time to time. Because of that I've been able to get by with Lightroom & Photoshop Elements.

I'm tired of passing video work to my friends so I've decided to learn DSLR video. Should I go buy Premiere Elements and call it a day or should I subscribe to creative cloud for $20 monthly? I also use Acrobat Pro a lot, but I own that as well. Help!

You can download all of adobe's applications and use then as a trial for 30 days. Why not do that and then you can decide what is best for you.

You have to think about what fit your budget. I use a lot of Adobe products not just Photoshop and Lightroom. I also use After Effect, Illustrator, Flash, etc... So I subscribe to Creative Cloud. That would be a good bargain for me.

+1 for Adobe trial. Use it and decide what suits you best :)
