I have a shot of my friend boosting an air surfing from today. And I have been messing with the raw file for a while just to see what I can get.

He did it with levels or curves. Check the histogram of that photo. Most of the tonal values are in the mid tones. Adjust the shadows and highlights and you get a result like what PNA did.
