Dusty looking scans

I have a problem with really dusty looking scans of older photos. I will scan a photo that is around 30 years old and when it comes up on screen, it seems just loaded with dust. And I mean a Lot of dust, Not just a few spots but hundreds of specks. I have checked the platen bed and it is spotless. I have also scanned a more recent photo right after and the newer photo does not have the dust. It's really a bother. I'm curious. Could the silver solution on the photo paper be breaking down and reflecting more light make it look like that?
 
Does the print have a heavy texture? If it does you are getting reflections from the high points of the texture. When that happens to me I have to shoot it in a studio setting with polarized lights and lens. You can also try dust/scratch remover in Photoshop, sometimes it will work and sometimes it will not.
