Editing photo

Hello,
I am not really sure where to post or even if someone on the forum can point me in the right direction, but thank you in advance for any help.

I operate a small painting and remodeling service and as part of my quotation or tender i would like to present some photos of the proposed work in a finished state.

For example these photos would be of the old house and possibly garden which i would like to fix up and make them look as though the house has been painted a new color,the windows painted a new color, new lawn etc etc.
Can anyone shed some light on what software could be used and what tools i would need to look for?.

This is a non-trivial task and mean buying and learning to use something like Photoshop or ProPhoto.
Not too simple for the newbie.
