foggy river, how to shoot during sunny day?

I have been having trouble trying to shoot a river in broad daylight. I want to get that foggy effect but no matter what I do I always end up with an over exposed photograph. What am I doing wrong? I am setting my shutter speed very low, speed is low too (100), no flash...

Any help is greatly appreciated.
 
If it's over exposed you want to set your speed high to decrease the amount of light that hits the sensor.

so I've been doing it the wrong way? Something like 800 maybe? I thought the higher the speed the lighter the photographs.
