The khaki vests are part of the credentials. At least they made it something that the photographers might actually use, while still providing security.

You can't have just anyone moving up into the front row next to the athletes and VIP viewing areas with a heavy bag full of gear. Notice that every photographer's vest is numbered and they are all wearing photo IDs.
