My question is: do you feel the girl is dwarfed in the picture?

I think it is a bit busy. A shallower DOF would be helpful. She might stand out more in color. Just an opinion....

i like the busy-ness of of this photo. the contours of the boats make a nice, almost abstract pattern and backdrop

Well, I feel the busy background and the fact that she seems to be walking out of the frame (nearer to the left border while walking in that direction than to the right) gives this photo a bit of a snapshot feel. Don't get angry with me for saying so, but that is just what it feels like to me.
