graduated neutral density filter

When using a graduated neutral density filter to darken the sky, do you meter for the land or for the sky?
 
I would spot meter for the shadows. But I would also have a reading on the sky, then make a decision. I would lean on the side of taking multiple frames at different settings a stop or two on either side of my decision.
 
Set the camera to manual, meter the foreground (darker area) apply the settings, attach the filter, expose.
