Can anyone tell me what type of hawk this is. Horrible photo I know. Found near Lake Ontario NY.

Looking at the dark areas on the fore wing, could it be a Rough Legged Hawk? I'm not in the US and not familiar with your species so probably miles out with my guess.

I’ll look up the rough legged hawk. It is so hard with juveniles sometimes different than adults.

Yeah, it was just the dark areas on the front of the wings that I thought similar but several species might have these type markings. Still a mystery then.
