Help with a graduation picture

I need some help photoshopping this picture. It's a friend of mine and I plan to have it matted and give it to her. Unfortunately, this is the best one I got. I was wondering if there is any way to remove the blur from her hand and face, and possibly add some bokeh to the background?

This can be made somewhat better but doing it on a small picture like this will give you a small image that can't be printed large enough.

That is full size. It's going to be 5x7@300DPI.

That image is 1023 x 729 pixels...which at 300 PPI is 3.14" x 2.43"

Post a link to the original picture which is about 3000 x 2000 so there is as much detail as possible.

it is possible to make this look better but not at the originally posted resolution - any corrections to that picture would look terrible if printed at 5 x 7
