how to distinguish the over exposure on negative film?

I only know if there is too much black on the film ,it is over exposure,right?
 
put the negative on a newspaper, or magazine print on a light box. You should be able to read the printing at every density. If you can't see the printing in the dark area if could be over exposed, or over develop, either not good.
 
Overdevelopment sometimes shows up in the film code and frame numbers at the edges of the film, which will look less sharp with density extending beyond the borders of the letters/numbers. Overexposure doesn't affect these as they are pre-exposed at the factory and are not in the frame which is exposed in camera.
