open a raw image in camera raw and put recovery up full
black up full
fill light full
clarity up full
and reduce vibrance or sturation until the colours look realistic enough.
you can also tweak the black and fill lights to fix it so it looks better.

Ok, I know it isn't the Lightroom/RAW thing. I'll try Topaz, but if it's Lucis - lol. Too expensive for a neat look.
