How to photoshop a photo to Chinese Novel Cover

To those who are expert in using Photoshop, please provide a step-by-step guidance on how to edit photos to become like those images used as Chinese novel cover using Photoshop CS6.

I've found the following tutorials but they are written in Chinese and the Photoshop software I'm using is in English.

Step 1: Go to art school and learn how to paint portraits.

Come back when you've finished that step.

Seriously, the pages you linked to, when translated to English, say that you need a strong background and skill set in art and painting. This isn't a set of Photoshop actions or something. This is taking a photo as a base to work with as a reference, using it to create a charcoal outline, and then repainting it using the tools in Photoshop or Painter and probably a Wacom tablet.
